Founder & Director
Shazia Kimatrai
Shazia Kimatrai is the Sole Director of Dreamspire Pty Ltd, a successful Sydney-based Speech Pathology and Behavioural Therapy service provider. As one of only eight practitioners in Australia to hold dual certification as a Certified Practising Speech Pathologist (CPSP) and a Certified Behaviour Analyst (CBA), Shazia has spent over a decade empowering individuals with special needs to overcome challenges and achieve their fullest potential.
Her journey is deeply personal. Having grown up surrounded by individuals with disabilities, Shazia developed a profound empathy and unwavering passion for making a meaningful difference in the lives of those with special needs. This heartfelt dedication led to the creation of Dreamspire Foundation, an organisation committed to providing holistic support and fostering opportunities for individuals and families to thrive.
Throughout her career, Shazia has worked across a variety of environments — from homes and schools to universities and community settings — tailoring support to meet each individual’s unique needs. Her extensive expertise includes specialised programs such as the Lidcombe Program, Picture Exchange Communication System (PECS), MultiLit for literacy development, and Positive Behavioural Support (PBS). However, her work is defined by more than just methodologies; it is driven by a person-centred approach that values collaboration and embraces the entire family’s journey.
Through Dreamspire Foundation, Shazia continues to channel her experience, passion, and love for supporting individuals with special needs. She believes in building a community where inclusivity, empowerment, and meaningful connections create lasting change — a place where every individual is given the chance to shine.

Ragheel Iyer
Ragheel Iyer is a versatile professional whose extensive experience in finance, renewable energy trading, and team management uniquely positions him to serve as Director of the Dreamspire Foundation. His holistic approach, balancing analytical expertise with empathy and innovation, aligns seamlessly with the Foundation’s mission of empowering individuals with additional needs.
Currently a Team Lead in Spot Trading and Operations at Iberdrola Australia, Ragheel excels in managing complex systems, fostering team development, and driving sustainable performance. His technical expertise in Python, SQL, and Excel, paired with his strategic insight, enables him to lead with precision and purpose.
Ragheel’s background as an elite athlete and his volunteer work highlight his commitment to inclusivity, teamwork, and fostering community engagement. His ability to navigate high-stress environments while remaining focused on long-term goals reflects a deep understanding of diverse challenges, which is critical for addressing the unique needs of individuals and families supported by Dreamspire.
As Director of the Dreamspire Foundation, Ragheel’s leadership will be instrumental in driving impactful initiatives. His expertise in operational efficiency and strategic planning will ensure the Foundation’s resources are optimally utilised, while his holistic perspective will guide programs that nurture both individuals and their families. Ragheel’s dedication to creating positive, lasting change makes him an invaluable asset in championing the Foundation’s vision.

Raeshell Staltare
Raeshell Staltare is the Principal Lawyer and CEO of Staltare Law Company, a modern boutique law firm specialising in commercial law, dispute resolution, and litigation. With nearly 15 years of experience at leading international, national, and boutique law firms, Raeshell founded Staltare Law Company in 2023 to offer expert services in commercial disputes, contracts, intellectual property, technology, cyber law, and media. She holds an Honours degree from Sydney University Law School and has extensive experience in Australian Federal and State jurisdictions, including regulatory matters before various authorities.
Raeshell is known for her sharp analytical skills, pragmatic approach, and ability to deliver strategic, solutions-focused legal advice. Her clients and peers highly regard her for her ability to navigate complex legal matters and provide trusted counsel. In addition to her legal practice, Raeshell consults through Staltare Consulting Solutions (SCS), offering training, legal project consultation, and seminars for businesses and legal teams.
Before her legal career, Raeshell enjoyed a successful 15-year tenure in the media and entertainment industry, working across sales, advertising, marketing, production, and operations for Australia’s top television and radio broadcasters. She is an active member of the NSW Law Society’s Business Law Committee, the North Metropolitan Law Society, and several business chambers on Sydney’s North Shore.
Raeshell brings a wealth of experience in both media and law to the Dreamspire Foundation Board. Her expertise in strategic decision-making, legal risk management, and her commitment to social impact will greatly contribute to advancing the Foundation’s mission and goals. Raeshell is honoured to serve as a Director and is excited to support the Foundation’s work in creating meaningful change for individuals with additional needs.

Thet Win
Thet Win is a seasoned business strategist and proposal management professional with extensive experience in stakeholder engagement, project development, and corporate governance. With a career spanning business development, legal research, and commercial leadership, Thet has successfully led initiatives that drive sustainable growth and strategic impact.
Currently serving as a Proposal Project Manager at Itron Inc., Thet specialises in structuring high-value proposals, managing complex tender processes, and fostering cross-sector partnerships. Their previous experience as Country Lead for TYTC Waste Equipment Pty Ltd involved securing exclusive distributorships, overseeing government contracts, and implementing large-scale operational strategies. These roles have refined their ability to navigate regulatory frameworks, optimise resource allocation, and advocate for equitable service access.
Passionate about social impact, Thet brings a deep commitment to ensuring underserved communities receive the support they need. Their expertise in strategic planning and funding allocation will contribute to Dreamspire Foundation’s mission of providing critical services to individuals with disabilities who face financial and systemic barriers. With a strong background in governance and risk management, Thet is dedicated to maintaining transparency, accountability, and long-term sustainability in the Foundation’s operations.
Thet holds a Bachelor of Law and a Bachelor of Business and Commerce and is deeply invested in fostering inclusive solutions that empower individuals and strengthen communities.

Tahnee Burns
Tahnee Burns is a Certified Behaviour Analyst (CBA) and Allied Health Assistant with a strong background in supporting individuals with diverse needs. Previously, she worked as a Student Learning Support Officer (SLSO), providing specialised assistance to students at a Behavioural Intervention School and a School for Specific Purposes (SSP).
She holds a Master’s in Applied Behaviour Analysis (M.ABA), a Graduate Certificate in Applied Behaviour Analysis, a Graduate Diploma in Psychology, and a Bachelor of Social Sciences. Tahnee is also trained in Augmentative and Alternative Communication (AAC) devices, Picture Exchange Communication Systems (PECS), Applied Behaviour Analysis (ABA), Positive Behaviour Support (PBS), and Early Intervention.
Her experience includes placements in a rural NSW High School’s Supported Learning Unit, where she worked closely with individuals with psychiatric disorders, cerebral palsy, and other disabilities. Tahnee’s commitment to inclusive support is shaped by both her professional experience and the guidance of family and friends working in disability, mental health, aged care, and domestic violence sectors. Her passion lies in empowering individuals and fostering meaningful change in their lives.
Tahnee’s extensive training and hands-on experience in behavioural support, alongside her deep empathy and understanding of diverse challenges, will make her an invaluable asset to the charity. Her expertise will contribute to enhancing the Foundation’s services, ensuring they are inclusive, effective, and tailored to the unique needs of the individuals and families they support.
